"The battle to reform health-care coverage in California" posted by ~Ray
Posted on 2008-11-27 14:29:56

The 1982 US election completed the destruction of the myth that 1980 saw a Republican landslide. It disappointed the election-eve expectations of the Democrats but was far crueller to the earlier hopes of the Republicans though their financial advantage kept their losses down. Old political forces-parties and unions-played a more active part than in recent years and turnout rose for the first time for two decades. The results should make internal differences less divisive among Democrats more so among Republicans especially with the crushing exposure of the bogus claims of the ‘New Right’. But if the economy recovers so may the Republican party.

"Senator Perata: First Address California?s Deficit, Then Health ..." posted by ~Ray
Posted on 2008-03-26 01:45:21

My last post asked the health care reform chicken-and-egg question: which comes first access or affordability? It turns out neither. First comes the calculate. At least that’s the say according to a  today. While he’s encouraged by the progress he. Governor Arnold Schwarzenegger and Assembly Fabian Nunez has made on a comprehensive health care ameliorate case. However. Senator Perata believes it would be “imprudent and impolitic to support an expansion of health care coverage without knowing how we’re going to pay for vital health programs the state now provides for poor children their families and the aged blind and disabled.” In other words before we alter new promises let’s see if we can afford to keep the ones we’ve already made. That makes a lot of sense (and is a key component of the California Association of Health Underwriter’s California faces a huge budget deficit — perhaps amounting to $14 billion. Senator Perata is alter to “shocked” (his word) by this situation especially when one considers that it took 51 days for the Legislature and Governor to decree a budget with ”just” a $700 million gap. “The real air now is the deficit and how this squares with everything else that we are going to do,” said Perata. It may be as the Governor contends that his health compassionate reform case will actually deliver the express money. But if so he needs to make that case clearly and without ambiguity. It’s just too big a bet to make without data.   that Speaker Nunez is planning on a floor session Monday. “presumably to vote on health care.” Assuming the Assembly does go out a bill next week based on the statement his office issued today it is doubtful that the Senate ordain be voting on the legislation any time soon. "PPIC: Californians Want Health Care and Term Limits Reform, But ..." posted by ~Ray
Posted on 2008-01-08 00:20:38

The is out and it reveals an electorate desiring action on health care and term limits ameliorate but skeptical of our state's financial future. Prop 93 the term limits reform has the backing of 47% of likely voters with 38% opposed and 15% unsure. While this is below the coveted 50% threshold when the specifics of the initiative are laid out to voters an even more promising picture emerges. 67% of likely voters support the reduction of maximum time spent in the legislature from 14 years to 12 years while 58% of voters (including 60% of Republicans) support allowing a legislator to serve a total of 12 years in both or either chamber. And while 66% of likely voters think term limits are a good thing. 69% accept that changes need to be made to the system. On health care the electorate is even more aligned with legislative leaders. As polls undergo demonstrated for years an overwhelming majority (93%) of likely voters evaluate the be of people without health insurance is a problem. And when specific reforms are outlined. 65% of likely voters give requiring residents to have health insurance with assistance for those with low-incomes and 67% support requiring employers to help overlap in the costs of providing health care. Proposals to include a hospital fee are opposed by 58% of likely voters but it is quite possible many in the electorate are simply unaware that legislative leaders the Governor and even the hospital industry give the inclusion of a hospital fee. Perhaps because of recent press coverage on Sacramento's health care reform efforts the legislature enjoys it's highest approval rating (41%) since at least January 2004. Governor Schwarzenegger is also sitting pretty with the support of 57% of all adults. The state's economic future is also an air of concern for California voters. Fueled largely by the subprime mortgage crisis. 65% of respondents expect bad economic times next year a 26 inform increase since January. But the electorate is split on how to handle the resulting budget red ink with a small plurality of voters supporting a combination of tax increases and spending cuts (46%) over spending cuts alone (43%). Nevertheless for a voting public known to be very recalcitrant in its support of taxes this is encouraging news for those to help cut down on next year's estimated $14 billion budget deficit. On the presidential front. Senator Hillary Clinton remains the frontrunner despite recent changes in Iowa. New Hampshire.

"Northern California HIMSS talks PHRs" posted by ~Ray
Posted on 2007-12-15 17:53:36

At the conclusion of my visit to California. I was invited to participate in the December event which focused on Personal Health Records. communicate about great timing. The presentations will be posted to the Northern California HIMSS web site so rather than post exploit here. I’ll back up readers to sight it there when it’s posted in the near future. The event was held at the historic Sun Microsystems Auditorium on the campus in Santa Clara. California the heart of Silicon Valley. I haven’t spent much time in Silicon Valley so for me it’s choose of a mythical displace. It was a great experience. This was a different audience for me someone who is more accustomed to a health care provider audience as opposed to an audience made up of technology professionals. What did I learn? I learned that there is a lot more expertise out there working to make PHRs a reality. I spoke with Martin Fisher. Chief Information Officer from the about the different approaches that the health compassionate industry and technology industry are taking to make PHRs a reality for consumers which includes the idea that the technology sector has very good experience being customer centric across industries. The MedicAlert PHR itself is interesting - it’s a PHR that is needed on demand must be as accurate as the most recent touch with a person’s health or health care and has less of a dependency on historical information based on the reason for its use. I also learned about the work that large health plans like Anthem are doing to feature the data they have in claims databases with clinical data most notably in. For my part. I talked about the bring home the bacon Group Health Cooperative and Kaiser Permanente has done to wire the “last mile” between patients and care teams by integrating the PHR with the electronic health record. It was great to see the audience engaged and interested in furthering PHR development health compassionate. It’s getting some real attention and we will do well to listen and collaborate with technology experts by demonstrating the impact on patients for everything that we/they do. The session was coordinated by Jan Oldenburg who is on the leadership team for Kaiser Permanente’s. Jan is actively participating in supporting public forums desire this as well as investing time in defining the best PHRs through participation in policy and standards bodies. I’m mentioning this because I evaluate it’s a promising development that organizations who implement this work on behalf of their patients are going beyond their membership to share what they know with the community and from my perspective. I evaluate they undergo to - the only way to undergo the cater of a personal health record is to use one yourself. Finally. I believe several HIMSS chapters are hosting forums on patient centered health information technology across the nation including. These sessions are open to the public and a good way to meet other professionals working in the field. This entry was postedon Thursday. December 13th. 2007 at 9:07 amand is filed under. Tags: . "Creating a Model Program for Influenza Surveillance in California ..." posted by ~Ray
Posted on 2007-12-09 15:28:51

Although influenza is essentially an international disease its surveillance however must be performed at a very local level both in terms of morbidity data and of virological collections. Throughout Europe surveillance is scattered among a be of national systems making it difficult to picture influenza activity at the continental level. Gradually the need to centralise the follow up of influenza activity was entangle and EuroGROG was created in the early 1990s by C. Hannoun. The aim of this new system was to systematically interact morbidity and virological reports from a variety of institutions throughout Europe. EuroGROG is an extensive system since it covers 24 countries. Data is collected each week mainly by fax and e-mail. Data management is a core activity of EuroGROG. In the EuroGROG air the situation in each country is summarised in a maximum of two lines. The level of influenza activity is reported and when necessary regional details are added. When available qualitative virological data is given. The EuroGROG Bulletin is sent by e-mail post and is also available on the Internet. This paper describes the EuroGROG system and the type of data collected over five influenza seasons (1995–2000). The European Influenza Surveillance plot (EISS) in operation since 1996 in its current create is a more formal system comprising 11 countries that are also part of EuroGROG. Whereas any contributor can join EuroGROG. EISS accepts only new members filling strict inclusion criteria. EISS is EuroGROG's future when both systems will eventually be geographically superimposed. This inform traces the evolution of surveillance programmes for influenza in the United Kingdom and countries of western Europe since the World Health Organisation (WHO) resolution to establish an international influenza reference displace in 1947. The introduction of clinical surveillance schemes in the late 1960s and their gradual integration with laboratory-based surveillance is described with particular emphasis on the be for integrated surveillance based on population-specific denominators. The function of the European Influenza Surveillance plot (EISS) its bring home the bacon create by mental act in the last 5 years and the likely direction of future developments is outlined. The inform advocates the EISS model of influenza surveillance which involves the integrated collection of clinical and laboratory data in the same population using sentinel practitioners.
