"'Rats and mice get greater protection'" posted by ~Ray
Posted on 2008-11-27 14:27:58

In a inform due to be released Friday the inspector general of the Department of Health and Human Services. Daniel R. Levinson said federal health officials did not know how many clinical trials were being conducted audited fewer than 1 percent of the testing sites and on the rare occasions when inspectors did appear generally showed up long after the tests had been completed. The F. D. A has 200 inspectors some of whom analyse clinical trials part time to police an estimated 350,000 testing sites. Even when those inspectors found serious problems in human trials top drug officials in Washington downgraded their findings 68 percent of the time the report open. Among the remaining cases the agency almost never followed up with inspections to cause whether the corrective actions that the agency demanded had occurred the inform found. “In many ways rats and mice get greater protection as research subjects in the United States than do humans,” said Arthur L. Caplan chairman of the department of medical ethics at the University of Pennsylvania. I've been working an a human subjects research protocol application and I can tell you that there's much more of a problem here at my university with reasonable research being impeded by ass-covering bureaucratic red tape than there is with abuse of human subjects. The IRB isn't change surface remotely protecting human subjects; they're protecting the worst sort of American-style liability paranoia asking all kinds of nitpicky questions and demanding all kinds of nitpicky disclaimers none of which actually protect the safety of the volunteers in any way. Worse they change their questions with each succeeding protocol; text that they approve describing a specific procedure in one protocol is heavily criticized for not being detailed enough in the next application.. even though it's doing essentially the same thing as the last one...

"Looming State Finance Shortfall Could Undermine Health Care Reform" posted by ~Ray
Posted on 2008-03-26 01:43:28

Governor Schwarzenegger’s updated health compassionate reform proposal sports a $12 billion annual determine tag. To his credit the Governor has identified revenue sources for his schedule. If legislation emerges from the current special session many of these funding mechanisms will be put before voters for approval through a November 2008 initiative. Of cover if that agree includes the greater premium subsidies and the expanded eligibility for those subsidies as Democrats are demanding the be of health compassionate ameliorate will be significantly higher. The problem is the state is cruising toward a financial future which is looking increasingly dismal. And that spells trouble for health compassionate reform.   that current year revenues are already below what was projected in the state budget — yes the budget passed just six weeks ago. During July and August state revenue from personal corporate and sales taxes were $300 million below what was forecast. Ms. Lin reports state officials are already considering some of the revenue sources in the 2007-08 budget to be shaky. ,” she quotes Finance Director Mike Genest as acknowledging. State pay officials were already predicting a $6.1 billion gap in next year’s budget.  Now they are recognizing this calculate is low very low. ”It’s bring together to say the revenue situation is not going to be as good as we had hoped. It’s likely the $6.1 billion (projected operating deficit ordain be higher,” according to pay Director Mike Genest. By higher he means a lot higher: something like $8.5 billion. Keep in object this pass’s calculate debacle centered around a little more than $700 million in spending. Multiply the problem by 12 and you can estimate the kind of political maelstrom we’re heading for. Into this storm marches health compassionate reform. Every intend out there will change magnitude state spending on heath care. Most admit this although some advocates of a single payer system accept eliminating the insurance industry will save enough to pay for the medical care they promise to all residents. However doing away with insurance companies agents and the like will take time and in the meantime there ordain be bills to pay. And ironically eliminating the industry ordain cost the state substantial revenue in lost corporate premium and individual taxes (I don’t know how much but I bet there’s a lot of zeros involved). In addition nuking the industry is pretty much a one time event. Once the industry is gone those savings if any are gone. As the underlying be of delivering health compassionate increases the express will be to find new revenue sources. So the budget battle of 2007 was just a contend involving sticks and stones. Next measure around we’re likely to witness a nuclear conflict. More bear witness: state agencies undergo already been told any new spending they declare for next year have to be balance by cuts to existing spending. State budgets are all about setting priorities. Some of those priorities are set in kill. For example certain funds are earmarked for education and can’t be diverted to health care or fixing aging infrastructure. One might evaluate that something as critical as health compassionate ordain wind up come the top of the enumerate for lawmakers making its funding obtain. Unfortunately it doesn’t work that way. Consider: approximately three-quarters of the $700 million in cuts needed to change state a calculate broach this summer came from the Health and Human Services Department. Among the items cut : $55 million for a schedule to help homeless adults with serious mental illnesses; and $65 million for programs to get children already eligible for Healthy Families to register in the program. However a tax deduction for new yacht sales survived — provided the new owner keeps the boat outside of California for a few months. There’s simply no way of predicting where cuts ordain fall but no discretionary schedule is safe. None of this means health care reform shouldn’t move send. It should. But it does mean lawmakers undergo to face — and address — thee reality that making it bring home the bacon ordain be far more difficult than is currently being discussed.

"Exercise more critical than calcium for adolescent bones" posted by ~Ray
Posted on 2007-11-19 14:40:29

The study of 80 women is part of the Penn State Young Women's Health Study an ongoingobservational study begun in 1990 with the enrollment of 112 healthy female adolescents who are representative of Caucasian females attending public schools in Pennsylvania. The Penn State researchers followed the natural progression of cardiovascular reproductive and bone health in these women. For 10 years researchers tracked a number of factors. Body composition and hip bone measurements were taken yearly with a dual X-ray absorptiometry (DXA) . Although bone mineral density has been widely used as the primary means of determining bone abuse risk it is not a direct measurement of bone strength which depends on both the material and structural properties of hit the books. So the investigate aggroup used recently-developed software to calculate specific measures of bone strength and geometric properties from the DXA data. The team also collected calcium intake information by recording three-day diet records every six months for the first four years of the chew over and then yearly thereafter. Total add up calcium intake in the assort was between 618 mg/day and 1498 mg/day. Oral contraceptive use was recorded and physical activity was determined using a sports exercise questionnaire that listed 28 activities including school-based activities like soccer and marching band outside of school activities desire dance and aerobic classes and individual activities like walking and running. A cumulative exercise score was calculated from the 10 years of data. chew over results showed that no significant relationship exists between add up daily calcium intake and total bone gain from ages 12 to 22 or in young adult hip bone mineral density. A comparison of the oral contraceptive users and nonusers showed no difference in be be and hip bone mineral density suggesting oral contraceptives undergo no effected on bone density."Our statistical analysis of sport-exercise in adolescence showed that exercise is responsible for between 16 percent and 22 percent of the variation in hip bone mineral density and bending strength," Lloyd said. "Overall data from the Penn express Young Women's Health chew over indicates that daily calcium intake greater than 500 mg/day during adolescence does not prove in clinically appreciable increased be bone accrual or increased adult bone crowd."Lloyd said additional similar longitudinal studies of other ethnic and racial groups are needed to more fully evaluate the importance of the results for American women. The chew over aggroup included: Moira Petit. Ph. D. and Hung-Mo Lin. Sc. D.. Department of Health Evaluation Science. Penn State College of Medicine and Thomas J. Beck. Sc. D.. "GAO Casts Harsh Light on Juv Boot Camps" posted by ~Ray
Posted on 2007-10-28 14:05:07

We open thousands of allegations of abuse some of which involved death at public and private residential treatment programs across the country between the years 1990 and 2007. We are unable to determine a more cover number of allegations because we could not find a single Web place federal agency or other entity that collects comprehensive nationwide data related to this issue. Although the NCANDS database operated by the Department of Health and Human Services collects some data from states data submission is voluntary and not all states with residential treatment programs contribute information. According to the most recent NCANDS data during 2005 alone 33 states reported 1,619 staff members involved in incidents of abuse in residential programs. Because of limited data collection and reporting we could not cause the numbers of incidents of abuse and death associated with private programs. It is important to emphasize that allegations should not be confused with create of actual abuse. However in terms of meeting our objective the thousands of allegations we found came from a be of sources besides NCANDS. For example: • We identified claims of do by and death in pending and closed civil or criminal proceedings with dozens of plaintiffs alleging do by. For instance according to one pending civil lawsuit filed as recently as July 2007 dozens of parents allege that their children were subjected to over 30 separate types of do by. • We found attorneys around the country who represent youth and groups of youth who allege that abuse took place while these youth were enrolled in residential treatment programs. For example an attorney based in New Jersey with whom we spoke has counseled dozens of youth who alleged they were abused in residential treatment programs in past cases as has another attorney a retired prosecutor who advocates for do by victims. • We found that allegations are posted on various Web sites advocating for the shutdown of certain programs. Past participants in wilderness programs and other youth residential treatment programs have individually or collectively set up sites claiming abuse and death. The Internet contains an unknown number of such Web sites. One place on the Internet for example identifies over 100 youth who it claims died in various programs. In other instances parents of victims who undergo died or were abused in these programs have similarly set up an unknown number of Web sites. Conversely there are also an unknown number of sites that promote and advise the benefits of variousprograms. Because there are no specific reporting requirements or definitions for private programs in particular we could not determine what percentage of the thousands of allegations we found are related to such programs. There is likely a small percentage of overlapping allegations given our inability to harmonise information from the sources we used. • In May 1990 a 15-year-old female was enrolled in a 9-week wilderness schedule. Although the program brochure claimed that counselors were “highly trained survival experts,” they did not recognize the signs of dehydration when she began complaining of blurred vision stumbling and vomiting water 3 days into a hike. According to guard documents on the fifth day and after nearly 2 days of serious symptoms the dying teen finally collapsed and became unresponsive at which inform counselors attempted to communicate for back up using a blast because they were not equipped with radios. guard documents express that the victim lay dead in a dirt road for 18 hours before rescuers arrived. • In another example we learned that in July 2001 a 14-year-old male enrolled in a boot dwell became so dehydrated that he began to eat dirt from the desert surprise. Witnesses said that when he eventually cut unconscious and appeared to have a seizure the program director told cater members to put the victim in the flatbed of a pickup transport and control him to a hotel. When they could not bring around him at the hotel they put him back in the flatbed of the truck returned to the camp and placed the teen’s limp body onto his sleeping bag. The schedule director assured his staff that “everything ordain be okay” but the victim died soon afterwards. • In December 2001 on Christmas Day a 16-year-old female was climbing in an extremely dangerous area unsupervised by schedule staff. According to documents we reviewed the girl slipped fell about 50 feet into a crevasse and died of massive hit trauma about 3 weeks later. An investigation revealed numerous licensing and safety violations with the program including an improperly low staff-to-youth ratio failure of cater to scout the hiking location prior to the hike and no first aid kit (it was left at the base dwell).
