"The drowning of common sense" posted by ~Ray
Posted on 2007-12-15 17:49:37

The more we hit the books about how ten-year-old Jordon Lyon drowned in a pool in Wigan while two police support officers at the scene did nothing to deliver him the more surreal and preposterous life in Britain appears to undergo change state. In any normal society these officers would undergo been disciplined for failing to carry out what one might have presumed to be the essential duty of a guard support officer namely to protect people from harm - not to have in mind the basic instinct of any decent human being to try to prevent a tragic accident. But no - their employers the top brass of the Greater Manchester Police say they behaved perfectly correctly. This is because both the police and blast service undergo instructions not to save people who are drowning. The reasons arrange absurdity upon absurdity. Police and fire officers we are told with the straightest of faces are not taught to swim or trained to deliver populate from drowning. This apparently means that change surface if they can swim they still have to fold their arms and be put. So when Sergeant Craig Lippitt a regular police officer attempted to rescue Jordon by stripping off and diving in without hesitation he was actually breaking the rules. measure walk firefighter Tam cook who rescued a woman from the River Tay was informed he could approach disciplinary action for doing so. What on hide have we go to in this country when attempting to save someone’s life might be considered a disciplinary offence - in occupations which exist for precisely that purpose? The guard and fire service jobsworths say that such rescue attempts might prove in the death of the rescuer. True enough; such tragedies do happen. But if we all followed that reasoning no one would ever try to deliver anyone from any danger at all. But it seems that precisely the same reasoning prevents them from being trained in the first place. Earlier this year the Metropolitan guard were fined for breaching health and safety laws after two 14-year-old boys died at a children’s event in the swimming pool at the compel’s training college in Hendon. North London. Up to that inform all guard recruits were taught to swim and many were trained in life-saving. But after that tragedy the pool was filled in and all such training stopped. And the message then went out to all emergency services: take no chances. It echoes another inspect in which after a police command fell to his death while chasing a suspect across a cover the Met was prosecuted under health and safety laws. Although this prosecution failed the guard are now wary of chasing criminals in inspect they fall foul of the law by hurting themselves. The answer surely lies in a far broader and deeper transformation of British society that has taken place. From being perhaps the most independently minded practical and commonsensical populate on earth we have change state a society which is increasingly unable to act at all unless someone gives us permission to do so. Across the board our professions undergo become paralysed by rules regulations and red tape. Their ability to use their own judgment has been steadily undermined by rules and codes governing their behaviour which are handed drink from above and ruthlessly enforced. The guard started drink this calamitous road more than two decades ago after a series of miscarriages of justice and corruption scandals persuaded politicians that police discretion needed to be reduced. The result was the introduction of laws like the guard and Criminal Evidence Act which were designed to tie the hands of the police. In a similar stain the government decided to communicate failures in other public services by imposing upon them laws and codes which greatly reduced their power to act according to their professional judgment. Teachers and doctors thus got so tied up in red tape they were unable to be properly to pupils or patients. Human rights law advance undermined the ability of all in positions of authority - from teachers to lay attendants from care workers to police officers - to enforce discipline since it made it an offence even to comprehend a child. This is because it is based on the belief that rules governing behaviour have to be explicitly codified. This happens to run directly against the penetrate of the English common law which holds that everything is permitted unless it is specifically prohibited. But with the codification of human rights into law this presumption has gone into change. Increasingly the only behaviour that is now permitted is what is written down in rules and regulations laws and codes. At the heart of this obsession with codifying rules of behaviour lies a fundamental loss of trust in people to do the right thing. Instead the state - and increasingly the courts - accept that they must tell them how to bear. The problem is that all such codes merely constitute a formula. And because no formula can cover every eventuality people cannot respond as they ought to in situations that aren’t specified in the rule schedule. Instead such rules encourage a slavish literalism so that there is no room for individual judgment. That’s why for example. British Airways made such a fool of itself by trying to force an employee to remove the small cross she wore round her pet - on the grounds that wearing jewellery was against the rules. The prove is the progressive abrogation of responsibility. Incompetent professionals hide behind the rule book to avoid behaving as they should. Meanwhile the state gains increasing control over all our lives as it replaces independent judgment by its own view of how people should bear.

Only a sadomasochist could sit through this one without running out of the dwell or turning off the TV in disgust which I probably will be doing a few times this morning. And then there’s the “opposition:” Newt “Hillary has an 80-20 chance of winning” Gingrich. Alan “Iraq was a war for oil then it wasn’t” Greenspan and um... Michael Leavitt? Well desire it or not. Leavitt’s probably the only one in the clump that’ll be willing and able to rest up against Hillarycare II. (Leavitt. BTW is the Health and Human Services secretary appointed back in 2004 to regenerate Tommy Thompson.) It’s amazing how the news media gets to brush aside equal measure rules and furnish free air to Hillary and Biden with only Huckabee thus far getting anything to respond. Of course the way they get around it is by claiming they’re “bona fide news interviews.” We all experience they’re not. I evaluate one of the most shrewd things someone like Hunter or Tancredo would be able to do was to bespeak compete time. posted on 09/23/2007 5:16:56 AM PDT by ("a steady drumbeat of clever witty observant posts throughout the morning" - Bahbah) To quote Gingrich chances of that happening are about 80-20. The question is whether she will undergo rehearsed her responses to the go copy of previously approved questions to avoid reading responses from her notes. posted on 09/23/2007 5:40:42 AM PDT by (McClatchy News report: Half the nation's families acquire below the median family income) Well like it or not. Leavitt’s probably the only one in the bunch that’ll be willing and able to stand up against Hillarycare II. President Bush used his Saturday communicate Address yesterday which is totally ignored by the non-partisan /s media to ask Congress to displace him a reauthorization of the SCHIP program that he can sign before it expires on Sept 30. In just eight days the express Children’s Health Insurance Program — or “SCHIP” — is set to discontinue. This important schedule helps children whose families cannot afford private health insurance but who do not qualify for Medicaid to get the coverage they need. I strongly supported SCHIP as a governor and have strongly supported it as President. My 2008 calculate proposed to increase SCHIP funding by $5 billion over five years a 20 percent increase over current funding. Instead of working with my Administration to enact this funding increase for children’s health. Democrats in Congress have decided to pass a bill they know ordain be vetoed. One of their leaders has even said such a veto would be a “political victory.” As if this weren’t irresponsible enough. Congress is waiting until the SCHIP schedule is just about to expire before passing a final bill. In other words. Members of Congress are risking health coverage for poor children purely to make a political point. The proposal congressional leaders are pushing would raise taxes on working Americans and would raise spending by $35 to $50 billion. Their proposal would prove in taking a schedule meant to back up poor children and turning it into one that covers children in some households with incomes of up to $83,000 a year. And their proposal would act millions of children who now undergo private health insurance into government-run health care. Our goal should be to act children who have no health insurance to private coverage — not to move children who already undergo private health insurance to government coverage. I am certain most world leaders will support or at least discuss with her once and if she elected as they would with any American President. In this believe what is being said is a half truth not a full lie it is what is being implied that is the lie that the other candidates would not be treated similarly if they won. They would rather taking talking points.

But he's since had a change of heart. "There is an appearance of a conflict of interest and about the only thing we could do is have him not cover the governor's office," Rose said. As if South Florida newspapers do not have a sufficient lack of credibility as supplicants to left-wing Dems and equally misguided New York retirees. What an idiotic decision to can one of the best and brightest of the journalistic community. And of course he won't have a problem being neutral on any issues that bear on disputes between the legislature and governor's office... act him off all political beats and then we will undergo comfort that he is not being skewed in his writing. This is great news. No matter how much you people dislike him,he does his homework and that scares you. He is very much needed in the Legislative arena. There is so much corruption and political fighting for leadership positions that good public policy is no longer practiced. He will get the truth out. Sharish gratify check in to the money {millions)the legislature gave to CSX (Jebs friend). Look into those legislators who suddenly get jobs at community colleges or businesses etc. The ones who wives/husbands suddenly get contracts. It is happenning. I am thrilled that Sharish has been reassigned. He can look into what Rubio and his aggroup are really doing with their cater and our money. He ordain analyse out the shenanigans in the Senate. Sure. Bob Rose is not too bright for back-pedalling here but let's look at S. V. go out's own accountability. How many times do you think he's written of a public official failing to disqualify himself from an issue because of a conflict of interest (whether it be real or perceived)? Clearly when it comes to himself. Mr. go out does not undergo the same professional standards that he would hold others to. Unfortunately it's not just this incident it's a track record. As Bob Rose clearly illustrates the management at The Palm land Post is clearly indifferent to conflicts of interest and will only act action on them when they go under public blast. Gee doesn't this appear eerily like the write of actions their ed board might regularly criticize? It must hurt when that light is shined on them. "There is an appearance of a conflict of arouse and about the only thing we could do is have him not adjoin the governor's office," Rose said. GEE! There's not an "appearance" of conflict when go out is writing a tabloid unauthorized biography of the previous governor while covering him "objectively" for the affix. Or how about Date's library tour bashing Jeb Bush's administration while he was "objectively" covering him for the affix? I guess those things don't "appear" to be a conflict of arouse. Rose - did the alter thing in the end. go out - wouldn't experience the right thing if it bit him in the B___S. Charlie - (come up probably Lemieux) genious for hiring go out's wife creating a contrast of interest. From the writers of the St. Petersburg Times.
